This because China Telecom is filtering POP3 email connection. In order to overcome this, you need to use a secure POP3 connection (POP3s).
Here is an example of how to set this up in Outlook Express. Go to Tools --> Account --> choose your email account and click Properties --> Click the Advanced tab at the top --> check the box This server requires a SSL connection under the POP3

Then check mail as usual, but there will be a warning popup.

Just click yes, and proceed.
